Challenge
The State Chancellery handles regulatory acts, policy documents, and official government correspondence. Their training process worked the way it does in most government institutions: in-person demos, PDFs and Word documents distributed by email or saved on the intranet, video tutorials produced over time. It got things done, but keeping it going required constant effort. Whether someone had actually completed anything was down to their own initiative, and there was no centralized way to find out.
