PTAC ran mandatory annual training on cybersecurity, workplace safety, and fire safety, plus needed content specific to their organization that no external provider covered. Popular free courses filled up before they could register enough people. Specialized paid training required minimum group sizes, and sending individuals was expensive. Creating content internally happened rarely — only when someone volunteered on their own initiative. Not everyone who needed training could actually get it.
