CSP ran cybersecurity training once a year — CERT webinars and pre-recorded video courses that covered the basics and then sat untouched for the next 12 months. There was no mechanism to reinforce what employees learned, and getting people to engage consistently with security topics was an ongoing struggle. For a data-heavy government institution handling sensitive national statistics, that gap between annual sessions was a liability.
